Welcome to the NavRules for Windows© home page.
NavRules is a training program for learning the "rules of the road" that all
boat operators are required to know. These rules include the internationally recognized
Collision Regulations, or COLREGS, as well as the US Inland Rules.

- 7 June 2009 - For some reason AOL is currently blocking e-mail from both navrules.com and pennypacker.org. As a result, e-mail from AOL can not be responded to at this time. We have attempted to contact AOL over this matter and are waiting for their response. If you are an AOL user please contact AOL support and request that they unblock these domains.
- Due to a lack of time to devote to the NavRules program and other considerations I have decided to make NavRules freely available to the general public. This program will run on all current versions of Windows however no guarantee is made that it will run on future versions. No updates to the program based on updates to the COLREGS are expected. When you download and run the program you can dismiss the registration screen by registering using the following information:

- Although this is a boating website I wanted to point out an issue in the aviation community that I feel is
extremely important. My brother, a private pilot, is one of a number of defendants in a lawsuit that could
have major repercussions throughout the U.S. aviation community. In response to this lawsuit the
General Aviation Legal Defense Fund has been created. If you or
anybody you know is a pilot, whether professionally or recreationally, then I strongly urge you to visit
this site to learn more about this lawsuit.
- An on-line version of the program can be found here. This was a test that was developed for the US Coast Guard Auxiliary but I've decided to make it available to everybody as it currently stands. There may be bugs in the program and it may not work with all web browsers. Please keep this in mind when trying it out.
