This file is encrypted with a password that will be given out only to members of Team Coast Guard and other organizations. To obtain the password requesting the password. Be sure to include your unit information, member number, or other verifiable information.  An e-mail from a domain such as uscg.mil, navy.mil, etc. is also acceptable.
